A Russian Tsar created a Council whose only job was to drink and party!

Peter the Great was great for many reasons. Peter I of Russia created the All-Joking, All-Drunken Synod of Fools and Jesters in 1692 that continued until 1725. The group included many of Peter’s friends and basically consisted of partying and drinking.

The group was frowned upon and had some run ins with the Church. They became known as the Jolly Company and held most of their parties in Moscow. The man who hosted most of the parties didn’t have the funds to do so, and therefore Peter I had a large dining room built onto the man’s home.

When that became too small, Peter I built the guy a large stone mansion that could hold 1,500 men and the place became a type of clubhouse for the Jolly Company boys. The Jolly Company morphed into the All-Joking, All-Drunken Synod of Fools and Jesters with it's own hierarchy of power. They mocked the church and started a lot of problems, which caused them to eventually be disbanded.
