Guards stationed at the Berlin Wall received medals for shooting unarmed civilians.

The guards who manned the Berlin Wall were actual soldiers who made all the compromises and received all the perks that come with being part of the military. One such perk was possibility of earning an infamous Medal for Exemplary Border Service.

It was generally given to guards who had successfully shot unarmed civilians. For example, when a soldier shot 40 year old Ernst Munst, he was given one of these medals for “[handling] his weapon superbly and [putting] it into use masterfully.” Aka: shooting the unarmed civilian square in the head.
